Held Funds Maintenance allows the user to Add, Delete, or Edit monies that are being held by the track. Holds may be placed on individual accounts or all accounts for an entire race. Funds can be held for various reasons such as disputed races, waiting for a check to clear, bounced checks, race results pending from the test barn, etc. Purse money for the top finishers are typically held for a short time pending drug testing results. Holds for individual amounts can be entered manually, or automatic holds can be pre-defined in the Admin Maintenance tables via Hold Types. The Held Funds Maintenance module has been enhanced to allow the bookkeeper to mark money on hold as taxable and to defer the tax liability for the held amount until the tax year in which the funds are released and received by the horseman. The amount will be deducted from the taxable earnings in the year that the money was held and will be added to the taxable earnings in the year that the money is released. Earnings can also be marked as taxable the tax liability can be deferred until the tax year in which the funds are released and received by the horseman. The amount will be deducted from the taxable earnings in the year that the money was held and will be added to the taxable earnings in the year that the money is released.
To access an account, scan for the account name, or enter the account number.
The Held Funds Maint screen will appear. If the account does not have any funds on hold, the screen will be blank. If the account has money on hold, all the holds will appear on the screen.
Editing Holds:
To edit a hold, highlight the line and press <Enter>. From this screen, modifications can be made to the following fields:
Hold Date: The date the hold should begin.
Clear Date: If the hold should automatically release after a few days, enter the date on which the hold is to be released. If the hold is to remain until it is manually released, leave the Clear Date field blank.
Amount: Enter the amount of money to be held.
Reason: Enter a description of the hold. This information will appear on the Held Funds Report.
Press <Update> to complete the changes.
Taxable: If the monies on hold is taxable earnings such as purse winnings, place a checkmark in the Taxable checkbox. This will prompt the system to display the Source Tax Year field.
Source Tax Year: This field will be automatically populated with the year of the original Hold Date. (With a date in this field the earnings will not be recorded in this year's taxable earnings. They will however be reported in the year the money is released. (see Target Tax Year).
Target Tax Year: To populate the Target Tax Year field, enter the date the money is to be released in the Clear Date field. When taxable earnings are generated for the Target Tax year, the amount of money on hold that was originally earned in the Source Tax Year will be recorded as earnings in the Tax Year that the money was received by the horseman.
Entering New Holds:
There are two types of holds that can be added through this process: Purse earnings, or miscellaneous amounts. To enter a hold on purse earnings, press button. The screen will display the following:
Enter the Race Date, Race Card and Race Number and then press <Search>. The system will find the race transaction for the account and display it as follows:
Double click the highlighted line, or press <OK> to hold the purse earning for this race. The system will automatically complete the Hold Date, Amount and Reason fields. The user will need to add a date to the Clear Date field if the hold is to automatically release. Click the <Update> button and the new hold will be added to the list on the main Held Funds Maint screen.
To Hold miscellaneous amounts that are not tied to a race, click the <Add> button. A screen will appear for the user to enter the Hold Date, Clear Date, Amount and Reason.
Click <Update> to complete the hold. The total of all monies placed on hold for an account will appear on the Account Maintenance Information Tab in the Hold field.
Deleting Holds:
To delete an existing hold, search for the account and the system will display all monies currently on hold for the account. Place a check in the checkbox on the right side of the line to be deleted. Press the <Delete> button. The system will require an affirmative response to the question ‘Are you sure you want to delete this hold?’ Press <OK> and the hold will be deleted. The money will also become available in their account. The new available amount will appear on the Horsemen Maintenance / Account Information Tab in the ‘Available’ field.
Note: If you would like to hold only NET earnings, please contact InCompass to have this feature turned on for you. Example: When a race is run, the owner is paid a purse and is charged several different types of fees including a jockey fee. By default the 'gross' earnings are held.
